Vladimir Putin has said he would like to meet his US counterpart Donald Trump at an Arctic nations summit in Finland in May.

Repeating his hope that the current frosty relationship between Moscow and Washington would soon start to thaw, Putin once again rejected any notion that the Kremlin had interfered in last year’s US election.

Speaking at an Arctic forum in the northern Russian city of Arkhangelsk, he also offered the US closer cooperation, particularly in the fight against terrorism.

“We feel that our US partners are interested in developing this cooperation and this is a very good signal. We hope that this (cooperation) will spread to other world regions, including the Arctic,’‘ the president said.

He added, ‘‘No doubt we have something in common, that is the fight against international terrorism. And the fact that President (Donald) Trump set this goal is right and we will support this work.”

The upcoming Arctic Council meeting in Helsinki comes amid an intensifying rivalry between states over land claims in a bid to exploit the regions vast natural resources.

Speaking at an international forum last week, Russian President Vladimir Putin praised Israel’s anti-terror efforts, suggesting the United States could learn much from the Jewish state.

In an address to the Valdai International Discussion Club, the Russian leader offered a critique of American foreign policy, particularly with regards to the Middle East and the spread of global terror groups like ISIS.
“We keep hearing Aleppo, Aleppo, Aleppo,” referring to concerns in the US over civilian casualties in the northern Syrian city. “But what is the issue here? Do we leave the nest of terrorists in place there, or do we squeeze them out, doing our best to minimize and avoid civilian casualties?”

“If it is better to not go in at all, then the offensive against Mosul shouldn’t go ahead at all either. Let’s just leave everything as it is. Let’s leave Raqqa alone too. Our partners keep saying, “We need to take back Raqqa and eliminate the nest of terrorists there”. But there are civilians in Raqqa too. So, should we not fight the terrorists at all? And when they take hostages in towns, should we just leave them be?”
Instead, Putin mused, the US should take note of Israel’s approach towards terrorism.
“Look at Israel’s example. Israel never steps back but always fights to the end, and this is how it survives. There is no alternative. We need to fight. If we keep retreating, we will always lose.”

Israelis and Russians Make Major Mideast Security Agreement

Here in the USA, virtually all media coverage seems to revolve around either the horrific attack in Orlando by a radicalized Islamic terrorist who killed 49 people and injured over 50 more or the US presidential race. However, there are major developments occurring in the world that our American media are all but ignoring. In my posts, I strive to bring some of these largely ignored but important matters to readers’ attention. A major such development has just occurred in the Mideast.

Israeli Prime Minister Netanyahu recently made a two-day trip to Russia for conferences with Russian President Vladimir Putin, and this meeting has changed the dynamics of the entire geopolitical situation in the Mideast. This conference is moving toward a situation where the Israelis will join the attacks against ISIS (first link). In a truly remarkable development, the first link also reports that the Israelis are willing to acknowledge that Russia, not the USA, will be the “senior broker” in talks to produce some kind of Israeli-Palestinian settlement. [I suggest you read that again to let it sink in!] Netanyahu is also reportedly trying to produce an expanded role for Egypt in the effort to finally obtain an Israeli-Palestinian agreement. In another sign that Russia is ascendant in the Israeli-Palestinian talks, the Russians, Germans and British did not bother to participate in recent Mideast talks held in Paris that involved the French and Americans. Clearly, the US government under President Obama is being sidelined as the major player in Israeli-Palestinian talks. The first link also observes that the Russians apparently look with favor on an Israeli-Palestinian settlement that would give Israel sovereignty over its settlements in Samaria and Judea (i.e. the West Bank). Israel’s desire for Egypt to play a major role in these talks is understandable. Both Israel and Egypt are threatened by the terrorist acts that emanate from Hamas in the Gaza Palestinian zone. Egypt is fighting a war against Islamists in the Sinai Peninsula and Israel is constantly threatened by periodic outbreaks of rocket attacks from Hamas-controlled Gaza. Both Egypt and Israel have a strong motivation for getting Hamas under control in Gaza. The first link concludes that while the USA will not be entirely removed from the peace process, a final settlement will be underwritten by Egypt and Saudi Arabia as well as joint Russian-Israeli understandings. The second link and third link add more information on the Putin-Netanyahu talks and the third link describes Russia and Israel as now being “true allies” in the war against terrorism. Does this sound like a remarkable development on the world scene? There are even more remarkable developments described in the fourth link!

The fourth link has information that should have headlined news reports around the world, but I’ve not seen it mentioned in the American media. Also as a result of the Netanyahu-Putin talks, the Israelis and Russians will hold joint war-games between their respective navies and air forces in the Eastern Mediterranean Sea. These war games will begin with Russian warships sailing from Syrian ports held by Syrian President Assad’s forces and Russian warplanes taking off from airbases controlled by Assad’s air force. These Russian military forces will then meet Israeli warships and warplanes departing from IDF ports and air bases. The Russian and Israeli warships and warplanes will then conduct joint, cooperative war games in the region. Once Israeli and Russian warplanes practice working together in a common airspace and coordinating their military maneuvers, expect that the future could witness joint Russian-Israeli air strikes to crush ISIS forces in the Mideast. Very significantly, the fourth link includes the statement that this Israeli-Russian cooperation is a “historic decision that spells the end of the IDF’s unique relationship with the US military (emphasis added).” That is an historic development!

What would lead the Israelis and Russians to draw closer together militarily at this time? The answer is “money.” The fourth link also explains that Israel will allow Russian companies to participate in the development of a massive energy field that the Israelis will be bringing on line in the near future. Russia is an energy-exporter and soon Israel will be one as well. Saudi Arabia, Kuwait and other Mideastern nations are also energy-exporters. As an energy exporter, Israel will now have an expanded community of interest with the other energy-exporting nations. Importantly, if Russian energy companies are involved with the development and operation of the Israeli energy field, the Russians will have a vested interest in helping to militarily protect the Israeli energy field’s offshore infrastructures. Russia and Israel can cooperate in helping to move energy prices higher as that would help both nations, as well as help the Saudis, Kuwaitis, Iranians, etc. With Russia becoming a partner with the Israelis in developing this energy field and in attacking ISIS, Israel knows that Russia will have a strong motivation to keep a tight leash on the Syrians, Iranians and Hezbollah to discourage them from attacking the Israelis in any way. I suspect that if the Mossad and FSB start sharing intelligence to fight terrorism, the terrorists will have a much harder time surviving–which will help all nations. It also seems implicit in this Russian-Israeli cooperation that the Israelis have accepted that Assad will remain as the leader of at least that portion of Western Syria which hosts the Russian naval bases and air fields inside Syria.

The above actions speak volumes. It has long been known that President Obama has a strong hostility toward the Israelis in general and toward Israeli Prime Minister Netanyahu in particular. Obama was caught slamming Netanyahu in a conversation with a former leader of France when he did not know he was near an open microphone. The Israeli Defense Minister was snubbed by Obama officials when he traveled to the USA, and when Netanyahu traveled to the US to give an honored presentation to a joint session of the US Congress, Obama snubbed Netanyahu. Obama has essentially wrecked the Mideast. Obama’s premature withdrawal from Iraq created a void in which ISIS rose and which permitted Iran to move into a position of dominance over the Iraqi central government. Obama pulled US forces out of Yemen and turned that nation into a chaotic war zone. Obama (and Secretary of State Hillary Clinton) turned Libya into a warlord and terrorist haven when the US and NATO bombed Gaddafi out of power in Libya, even though Gaddafi posed no threat to the West and was cooperating in the fight against Al Qaeda. Was it Obama or Clinton or both who gave the “stand down” order so US military forces were not allowed to rescue a US Ambassador and three other Americans from death in Benghazi, Libya? Obama and his wrecking crew also surrendered to Iran in a major nuclear agreement, greatly endangering Israel and Sunni nations in the Mideast. Obama has been a destroyer of stability all over the Mideast. I think the rapid pivot of the Israeli government toward Russia is tacit acknowledgment of two things. The first is that it recognizes that the Russians are becoming the dominant player in the Mideast and the American role is rapidly diminishing; therefore, the Israelis must adapt and come to an entente with Russia. The second is that I think Obama has so alienated the Israelis (and many other nations the Mideast) that Netanyahu’s actions just told Obama to “go to hell” in an unspoken way. Obama has wrecked American relations with the Israelis, historically one of America’s closest and most valuable allies. The next American president will have a major task ahead in trying to undo Obama’s damage throughout the Mideast and restoring US-Israeli relations.

Biblically, I don’t think the Russian-Israeli cooperation will last. Revelation 16:12-18 and Zechariah 14 prophesy that the territory of the Israeli nation will come under an immense attack from the east in a great war at the very end of the latter days. That attack from the east will have to include Iran and Iranian proxies, who are Russia’s allies. God has also guaranteed Israel’s security in the latter days in Zechariah 12. However, those events are years ahead of us, in all likelihood. For now, Israel and Russia have an understanding. Both Putin and Netanyahu have “stuck it” to Obama.

Michelle and I send our best wishes to everyone celebrating Pesach in the United States, in the State of Israel, and around the world.

One of Passover’s most powerful rituals is its tradition of storytelling – millions of Jewish families, friends, and even strangers sitting together and sharing the inspirational tale of the Exodus.  Led by a prophet and chased by an army, sustained by a faith in God and rewarded with deliverance, the Israelites’ journey from bondage to the Promised Land remains one of history’s greatest examples of emancipation.  This story of redemption and hope, told and retold over thousands of years, has comforted countless Jewish families during times of oppression, echoing in rallying cries for civil rights around the world.

Mah nishtana halailah hazeh?  For Michelle and me, this Passover is different from all other Passovers because it will mark our last Seder in the White House – a tradition we have looked forward to each year since hosting the first-ever White House Seder in 2009.  We will join millions around the world to celebrate redemption at God’s mighty hand and pray for those who still are denied their freedom.  We dip the greens of renewal in saltwater to recall the tears of those imprisoned unjustly.  As we count the 10 Plagues, we spill wine from our glasses to remember those who suffered and those who still do.  And as we humbly sing “Dayenu,” we are mindful that even the smallest blessings and slowest progress deserve our gratitude.

Passover gives us all a special opportunity to renew our belief in things unseen even as the future remains uncertain.  May this season inspire us all to rededicate ourselves to peace and freedom for all of God’s children. From our family to yours, chag sameach.

Russian President Vladimir Putin is Israelis’ person of the year, according to a Panels Research poll taken for The Jerusalem Post and its Hebrew sister publication Ma’ariv Sof Hashavua.

The poll of 527 respondents representing a statistical sample of the Jewish adult population, was taken Tuesday and has an error margin of ±4.3 percent.

Twenty-nine percent of respondents chose Putin as their person of the year, 16% picked German Chancellor Angela Merkel, 15% Prime Minister Benjamin Netanyahu, 3% Islamic State leader Abu Bakr al-Baghdadi, 2% Pope Francis, 2% US President Barack Obama and 33% said they did not know.

When asked what the country’s biggest problem was, 45% said the wave of terrorism, 33% said the cost of living and socioeconomic gaps, 8% said the diplomatic stalemate, 4% said Right-Left relations, 4% said international isolation, 2% said religious-secular relations and 4% said they did not know.

Asked if a diplomatic agreement could currently be reached with the Palestinians, 68% said no, 22% said yes and 10% did not know. Among respondents defining themselves as Center-Left, 43% said no, 41% said yes and 16% did not know.

Two-thirds of respondents said their feeling of security went down in the past year, nearly one-third said it stayed the same and just 2% said it rose. When asked what was currently the biggest danger to Israeli security, 47% said the Palestinians, 24% said Islamic State and radical Islam, 13% said Iran, 7% said Jewish terrorism, 6% Hezbollah and 3% said they did not know.

Two-thirds of respondents said they believed the terrorist wave could be stopped, 28% said it could not and 7% said they did not know.

Nearly 80% said they did not believe Iran would keep its commitments in the Iranian nuclear deal, 15% said they did not know and only 6% said they thought Iran would keep the deal.

When asked what they thought was the most important item on the international agenda in 2016, 50% said the struggle to stop Islamic State, 25% said the Syrian refugee crisis, 10% the US presidential election, 6% the war in Syria and Iraq, 5% the Iranian nuclear program and 4% said they did not know.

Asked if there would be elections in 2016: 5% said they were sure there would be, 27% said apparently yes, 46% said apparently no, 9% said they were sure there would not be elections and 13% said they did not know.

The battles in N. Syria will determine the fate of the peace process

The US-Russian plan, approved by the UN Security Council as the lever for activating a political process towards ending the five-year Syrian war, can only go so far towards its objectives. The process is not capable of halting the fighting or removing Bashar Assad from power; just the reverse: progress in the talks is heavily dependent on the state of play on the battlefields of the north while the Syrian dictator’s ouster is a fading issue.
The limitations and obstacles facing the UN-endorsed US-Russian plan are summed up here by DEBKAfile’s analysts:

1. The understanding reached by the Obama administration and the Kremlin in the past month was first conceived as a stopgap measure. It was never intended to bring the calamitous Syrian war to an end or remove Assad, but rather to provide a pretext to account for the expansion of Russia’s ground operation and gloss over America’s military deficiencies in the Syrian conflict. Taking it as carte blanche from Washington, President Vladimir Putin felt able to announce Saturday, Dec. 19, that “the Russian armed forces have not employed all of their capability in Syria and may use more military means there if necessary.” 

2. President Barack Obama has stopped calling for Assad’s removal as the condition for ending the war and is silent on the expanding Russian military intervention. Obama and Putin have in fact developed a working arrangement whereby Putin goes ahead with military operations and Obama backs him up..   

3. Almost unnoticed, on Dec. 17, the day before the Security Council passed its resolution for Syria, all the 12 US warplanes that were deployed a month earlier at the Turkish air base of Incirlik for air strikes in Syria were evacuated. This happened at around the same time as Russia deployed to Syria its Buk-M2-SA-17 Grizzly antiaircraft missile systems. The presence of this system would have endangered American pilots had US air strikes over Syria not been halted. The upshot of the two evidently coordinated moves was the US withdrawal of most of its military resources for striking the Islamic State forces in Syria and the handover of the arena to the Russian army and air force.

4. In another related development, Friday, Dec. 18 the German intelligence service, BND, leaked news that it had renewed its contacts with the Assad regime’s intelligence services and German agents were now visiting Damascus regularly. The import of this change is that Berlin no longer relies on US intelligence briefings from Syria and, rather than turn to Moscow, it prefers to tap its own sources in the Syrian capital.

5. Washington and Moscow are still far apart on the shape of the transitional government mandated by the Security Council resolution

The Obama administration wants Assad to hand presidential powers over the military and of all security-related and intelligence bodies to the transitional government, which is to be charged with calling general and presidential elections from which Assad will be barred.
Putin won’t hear of this process. He insists on a transitional government being put in place and proving it can function before embarking on any discussion of its powers and areas of authority.
The two presidents agree that the transition will need at least two years, overlapping the Obama presidency by about a year and dropping the issue in the lap of his successor in the White House.

6. The US and Russia don’t see to eye to eye either on which Syrian opposition organizations should be represented in the transitional government and which portfolios to assign them. On this question, both Washington and Moscow are at odds with the Persian Gulf states, Saudi Arabia, Qatar and the UAE, which back some of the organizations labeled as terrorist by Moscow.
7. But it is abundantly clear that the Obama administration is ready to wash its hands of the Syrian rebel movement and most of all, abandon Turkish President Tayyip Erdogan to give the Russians an open remit.

On Saturday, Dec. 19, Putin turned the screw again on Erdogan when he said he had no problem with the Turkish people, adding, “As for the current Turkish leadership, nothing is eternal.”

In support of Moscow, Obama meanwhile leaned hard on the Turkish president in a telephone conversation, to remove Turkish forces from northern Iraq. Ankara responded that Putin’s comment was not worth a response and denied hearing of any such US request.

Ankara may be feigning ignorance but it must realize by now that Moscow and Washington have joined forces to pus the Turkish military out of any involvement in northern Syria and Iraq.     

8. This US-Russia collaboration against Turkey is having a dramatic effect on the war in northern Syria along the Turkish border. DEBKAfile’s military and intelligence sources report it opened the door to the secret deal between Washington and Moscow to divide the areas of influence in northern Syria between them – essentially assigning the Kurdish enclaves north of the Euphrates river and bordering on Iraq to American influence (see map), and the areas west of the Euphrates up to the Mediterranean to Russian control. This deal (first revealed by DEBKA Weekly 688 on Dec. 4) effectively squeezes Turkey out of any role in the Syrian conflict.

9. The ongoing battles in northern Syria near the Turkish border will have a greater impact in shaping the future of Syria and its unending conflict than any UN resolution. Participating in the fighting at present is a very big mixed cast: Russia, the Kurdish YPG militia, most of the important rebel groups, including radical Sunni organizations tied to Al Qaeda, such as the Nusra Front and Ahram al-Sham, Iran and Shiite Hizballah, and the Islamic State.
It is only when one of these forces gains the upper hand in this free-for-all, that there will be progress toward a political solution on ending the war.
