Dags för USA att seriöst värdera FN etc.

It’s Time for the United States to Grade the U.N. and Other International Organizations (full text)   (top)
…. Whether it’s the U.N. or other global institutions, the United States should regularly assess international organizations to see if they serve our priorities and collective goals effectively. ….

Two sober public servants are proposing just that ….  new Multilateral Aid Review Act would create an executive branch task force to assess 38 organizations, as well as a parallel peer review body, made up of experts appointed by the Republican and Democratic leaders of both the House and Senate. …

…. pick a few touchstones on which to grade both state-based agencies …. and hybrids that integrate private and civil society partners …  suggest five.

First, organizations must serve our nation’s and citizens’ interests. …. give the United States a large voice and a veto against mischief.
Second, it is worth testing whether bodies meet their own mandate. …. are they creeping away from their original intent?
Third, does an agency serve the basic values of the United States and of humankind? …. advance peace, prosperity, and pluralism? ….

Fourth, institutions need to be accountable and transparent. …. organizational processes should be open to scrutiny to avoid waste and graft. …..
Last …. worth trying to judge organizations’ comparative nimbleness. Some organizations have a capacity to evolve effectively, like NATO after the Cold War welcoming former foes. ….  The reports of the Multilateral Organization Performance Assessment Network are as thorough as its name is difficult to say. Publish What You Fund offers exacting assessments of organizations’ relative transparency. …. other major Western governments assess multilateral agencies’ efficacy and alignment with their members’ global aims, just as the U.K. and Australia do. It would be fitting and responsible for the United States to do so too, and on a formal basis. …..

…. help the executive and legislative branches decide which agencies deserve taxpayers’ money most. …. indeed, a benefit of graded reports …. is that they demonstrably give those graded an incentive to improve.

Hizballah’s elite force sustains heavy casualties from US air strike

DEBKAfile May 19, 2017, 6:46 PM (IDT)

Most of the damage inflicted by the US air strike Thursday in South Syria was sustained by Hizballah’s elite unit, the Radwan Force, DEBKAfile’s military sources disclose. This was the first aerial attack the United States has conducted on a combined Syrian-Iranian-Hizballah convoy in the seven-year Syrian war. Our sources add that the US jets and assault helicopters took off from the Ayn al-Asad air base in western Iraqi for an operation to prevent the convoy from reaching the strategic Al-Tanf crossing at the intersection of the Syrian, Iraq and Jordanian borders. They hit at least three of Hizballah’s armored vehicles and several trucks, which caught fire. The Americans and Hizballah have both imposed a blackout on the details of the incident and the scale of casualties.

DEBKAfile ran a number of stories this week disclosing the activities of US, British and Jordanian special operations forces in southern Syria for taking over key segments of the Syrian-Iraqi border, including the Al-Tanf crossing. US Secretary of Defense James Mattis commented this week that Washington had not change its policy of non-intervention in the Syria war, adding, “But we will defend our troops.”

Syria & allies push back at US-held border post

|Norwegian Special Forces arrive at Al-Tanf crossing
The Syrian-pro-Iranian-Hizballah force in southern Syria renewed its advance on the Iraqi border on Saturday, May 20, two days after sustaining heavy casualties from a US air strike on its convoys and in spite of US Defense Secretary James’ Mattis warning, “We will defend our troops.”
Syrian military sources reported the capture Saturday of the Suweida region and another 60 square kilometers. This offensive brought the Syrian army and its allies closer to the strategic Al-Tanf crossing at the Syrian border intersection with Iraq and Jordan, which is held by US and other special operations units.

The US-led coalition force is also made up of elite units from Britain, Holland, Germany and the Czech Republic, as well as Jordan and a large contingent of the rebel Free Syria Army trained and armed by American instructors in Jordan.
The latest arrival to boost this force, DEBKAfile’s military sources report, was a unit of Norwegian special forces, which entered Syria from Iraq through the Al-Waleed border crossing in western Anbar. They arrived along with American reinforcements and linked up with the US and British forces deployed at Al Tanf.
However, the Syrian force and its allies to the US air strike moved fast enough Saturday to threaten the FSA troops fighting there with being trapped by a siege. They have pushed their offensive forward against the US-led force, despite their losses from an American air raid, as a show of defiance that was timed for President Donald Trump’s arrival in Saudi Arabia.

Another US air strike appears to be unavoidable for pushing them back. The danger is also rising of a major clash on the ground between US-led coalition special forces troops and the combined Syrian-Iranian-Hizballah force.
The US bombardment of that force Thursday underlined for Saudi Arabia and the dozens of Arab and Muslim rulers, gathered in Riyadh to meet the US president, his administration’s determination to prevent Iran and its Lebanese surrogate, Hizballah, from gaining control of Syria. American troops were accordingly engaged proactively in securing the border crossings between Syria and Iraq.

However, Tehran, Damascus and Hizballah are evidently not about to shirk a direct confrontation with Washington and the Trump administration, apparently with the support of Moscow.

This clash of arms is likely to expand into an outright US showdown with the US and Syria, Iran and Hizballah in the next 24-48 hours ahead of President Trump’s visit to Israel, the second stop of his four-national trip

US sources: North Korea’s last missile test points to long-range capability

Less than 24 hours after the latest North Korean ballistic missile test, US intelligence and military sources Monday reversed their original assessment of a failed launch. They are now awarding it top marks as the most successful ballistic missile test-fire to date. They confirmed that the missile’s large and powerful engine would enable it to fly to a distance of 4,000km and it was capable of carrying a “large scale heavy nuclear warhead,” as Kim Jong-un claimed. US bases on Guam island are therefore within range.

Och om US utrikesdepartement slutar ljuga?

Moving the US Embassy to Jerusalem

The move presents a great opportunity for the new president.
Contact Editor
Dr. Max Singer,

The US State Department, which has always opposed moving the US embassy in Israel from Tel Aviv to Jerusalem, understands very well that any peace agreement between Israel and the Palestinians will leave at least western Jerusalem as Israel’s capital and part of sovereign Israel. So why will the State Department nevertheless advise President-Elect Donald Trump not to fulfill his promise to move the embassy?
Moving the embassy to Israel’s actual capital would provoke Arab anger at the US and lead to protests that might turn violent. The foreign policy establishment wishes to prevent this result and protect America’s status as an “honest broker.” It therefore continues to insist that because Jerusalem’s ultimate status can only be determined by agreement between Israel and the Palestinians, and that it would be wrong for the US to “prejudge” the outcome by acting on the truth that Israel’s capital is Jerusalem.

This action could mark a new US strategy for pursuing Israeli-Palestinian peace: Telling the truth.
This is a perfect example of the kind of politically-correct establishment pettifogging that Trump campaigned against. Moving the embassy to Jerusalem is a low-cost action that he could take as soon as he is inaugurated, and one of the easiest and quickest changes in policy that he could implement. The new US consulate in Jerusalem was built with security features that would be needed for an embassy, so the move could be started almost immediately, without any prejudice to the Palestinian claim to eastern Jerusalem.
The State Department’s insistence on the diplomatic fiction that none of Jerusalem is part of Israel helps preserve the Palestinian hope that, someday, Israel will be forced to give up its capital and will be destroyed as the independent, democratic Jewish state.
That Palestinian hope is the main obstacle to peace. The Palestinians can only make peace when their community – and perhaps the Arab world of which it is a part – comes to understand that international pressure will never force Israel to acquiesce in its own destruction. One of the best ways the US can demonstrate that it will never consent to the Palestinian destruction of Israel is for Washington to stop ignoring blatant Palestinian lies that work against peace.
There is another way that an American truth-telling strategy could encourage peace.  Palestinian leadership now tells its people – and most of them believe – that compromise with Israel would be immoral because Israel is a colonial invader that stole Palestinian land by force. By that argument, Israel has no moral claim to any of the land, and any concession to it would be dishonorable.
But Israel is descended from Jewish kingdoms that ruled parts of the land for centuries in ancient times. It too has a traditional base for moral claims to the territory (in addition to legal claims from the League of Nations mandate). If the Palestinians recognized this truth, they would see that compromise between the two groups, each of which has valid claims to the land, could be an honorable way to end the dispute and not a cowardly yielding to force.
To undermine this moral basis for compromise with Israel, Palestinian leadership flatly denies any ancient Jewish connection to the land. They claim, for example, that there never was a Jewish temple on the Temple Mount from which Jesus could have chased the money-changers. Yet their own history belies this claim. In 1929, the Supreme Moslem Council in Jerusalem, in its guide to the Mount, wrote: “[The Temple Mount’s] identity with the site of Solomon’s Temple is beyond dispute.”
The US may not be able to induce the Palestinian Authority to stop inciting its constituents and teaching its children to hate Israel. But there are ways in which the US can expose and eventually defeat Palestinian lies that work against peace; ways that do not require getting agreement from anyone.
Exploring these new approaches would constitute a striking change in diplomatic direction. There are many examples of the West rejecting truth on behalf of the Palestinians and their Arab supporters. For example, some Western countries went along with the recent denial by UNESCO of any ancient Jewish connection to the land of Israel. The US politely ignores the Palestinian lie that there was never a Jewish temple on the Temple Mount.
If the US consistently tells the truth about the ancient Jewish presence in Palestine, and publicly refuses to swallow the Palestinians’ false and anti-peace denials of history, the Palestinian leadership will not for long be able to keep the truth from their people, or at least from the large educated class.
The US has followed a policy of avoiding truths that are painful or embarrassing to the Arabs for at least 50 years. It hasn’t worked. Maybe it is time to try the strategy of telling the truth. Moving the US embassy to Jerusalem, in accordance with the long-standing congressional position, would be a good way for President Trump to make a start on a truth-telling strategy – as well as to fulfill a campaign promise.

Speaking at an international forum last week, Russian President Vladimir Putin praised Israel’s anti-terror efforts, suggesting the United States could learn much from the Jewish state.

In an address to the Valdai International Discussion Club, the Russian leader offered a critique of American foreign policy, particularly with regards to the Middle East and the spread of global terror groups like ISIS.
“We keep hearing Aleppo, Aleppo, Aleppo,” referring to concerns in the US over civilian casualties in the northern Syrian city. “But what is the issue here? Do we leave the nest of terrorists in place there, or do we squeeze them out, doing our best to minimize and avoid civilian casualties?”

“If it is better to not go in at all, then the offensive against Mosul shouldn’t go ahead at all either. Let’s just leave everything as it is. Let’s leave Raqqa alone too. Our partners keep saying, “We need to take back Raqqa and eliminate the nest of terrorists there”. But there are civilians in Raqqa too. So, should we not fight the terrorists at all? And when they take hostages in towns, should we just leave them be?”
Instead, Putin mused, the US should take note of Israel’s approach towards terrorism.
“Look at Israel’s example. Israel never steps back but always fights to the end, and this is how it survives. There is no alternative. We need to fight. If we keep retreating, we will always lose.”

Cyberattack mot USA 21 Oktober.

Oct. 21 cyberattack: rehearsal for US Election?
DEBKAfile Special Report October 22, 2016, 5:27 PM (IDT)

A cyberattack on Oct. 21 used millions of internet-connected devices to flood the infrastructure of one of the biggest internet routing companies in the US with malicious traffic until it crashed. The attack started on the East Coast but soon spread westward in three waves during the day.
Cyber experts suspect that this unprecedented assault, on a massive scale that points to a state hacker - whether Russia, China or North Korea – may have been staged as a rehearsal for the main show, the disruption of America’s Nov. 8 elections.
There is increasing concern that voters in the 31 states, where civilians and American troops overseas may cast their ballots by Internet, will find their websites disabled by hackers. Around one million US voters would be affected, a critical figure in a tight presidential race between the Democratic and Republican contenders that could create mayhem for American democracy.
It seems that unlike previous distributed denial-of-service (DDoS) attacks, the hackers succeeded in wielding a novel weapon, which is the “next big thing” in malware, known in tech parlance as the “Internet of Things” (IOT). Not only are computers connected to websites directly attacked, but millions of internet-connected devices smart home gadgets, like cameras, baby monitors, remote garage openers, smart refrigerators, DVDs are infected without their owners’ knowledge with software that exposes them to be used by hackers to swamp the victims with overwhelming traffic.
Since these internet-connected devices are easy to use and relatively cheap, little attention was given to information security when they are developed. For some time, cyber experts have been warning of the potential for major cyber damage from IOT.
The Internet networks in the eastern US were almost completely shut down on Friday morning (local time) when one of the biggest domain name system providers, the Dyn DNS Company, was struck down.
Dyn reported that starting at 7:10am, its DNS servers came under a DDoS attack, which floods servers with huge amounts of malicious traffic. Users reported problems that sporadically shut down several websites, including Twitter, Netflix, Spotify, Airbnb, Reddit, Etsy, SoundCloud and The New York Times.
The first wave lasted about 90 minutes.
The second wave, which started two hours later, knocked out many West Coast internet sites offline.
DEBKAfile’s cyber defense and intelligence sources report that investigators are looking into two possible causes of the Oct. 21 onslaught.
One was named by US Vice President Joe Biden, who promised during an Oct. 14 interview with NBC, after Democratic Party emails were hacked, that Washington’s response to Russian cyberattacks “will be at a time of our choosing, and under the circumstances that will have the greatest impact.”
Rather than waiting for the blow to fall, it is possible that Russian President Vladimir Putin decided to send a clear warning to Washington not to start a cyber war with Moscow.
Another possible culprit may be a company seeking revenge for its public denunciation by a Dyn Company leader for developing advanced means and methods for carrying out DDoS attacks.

4 out of 5 Palestinian Arabs see US as an enemy

Created by

Few Arabs living in the Palestinian Authority view the United States as an ally, according to a new ASDA'A Burson-Marsteller Arab Youth Survey.

The study, which was conducted from January to February 2016, included 3,500 face-to-face interviews with young people across the Arab world, ages 18 to 24.

While strong majorities in the Gulf States viewed the US as an ally, in Iraq, Yemen, and the Palestinian Authority, the overwhelming majority viewed the US as an enemy. In the Palestinian Authority, a paltry 16% said they viewed the US as a friend, compared to a whopping 81% who said the US was an enemy.

Residents of the Palestinian Authority were also among the most likely to view Iran as an ally, with 43% perceiving the Shi’ite regime as such. Only Lebanon (49%) and Iraq (51%) showed higher ratings.

USA stridande med kurderna, Erdogan rasande.

FP situation report, Se också länk.

We see you. In a slow-motion escalation of U.S. involvement in Syria, the number of U.S. Special Operations forces on the ground there has increased from the 50 that President Barack Obama authorized late last year, to about 300. And while the Pentagon has insisted they’ll stay buttoned up well behind the front lines advising local Kurdish and Arab rebels, we’ve seen that the line between advising and fighting can be erased pretty quickly.

On Thursday, a photographer caught a team of American commandos a few dozen miles north of the Islamic State’s HQ of Raqqa, bristling with weapons and wearing Kurdish YPG patches while out and about with the Kurds. FP’s Paul McLeary rounds up the pics, noting that the patches would anger the Turkish government since the Kurds, known as the YPG, have long been accused by the Turkish government of being terrorists. And in fact, on Friday Turkish Foreign Minister Mevlut Cavusoglu called the U.S. “two-faced” and said the practice of working with the Kurds was “unacceptable”

What’s the mission? Gen. Tony Thomas, who took over at the U.S. Special Operations Command in March, said earlier this week that the mission for the commandos he trains and equips has been complicated by the uncertain nature of the mission they’re undertaking in Syria, Iraq, and Afghanistan. They’re officially acting in an advise and assist role, and can take part in combat only in self-defense.

Since October, however, a Navy Seal, a Delta Force soldier, and a Green Beret have been killed in firefights with ISIS, something the Pentagon and White House have tied themselves in knots trying not to call combat. When Delta’s Master Sergeant Joshua Wheeler was killed near Kirkuk in October in a firefight with ISIS, he was “riding the edge of advising and assisting,” Thomas said, since Wheeler’s job was to support Kurdish commandos, but he ended up joining the fight when the Kurds ran into trouble.

We know it when we see it. On Thursday, Pentagon spokesman Peter Cook said the U.S. troops in Syria “are not on the forward line," acknowledging that there is actually no "specific measurement" or definition for what any forward line might be. Got it.

Air Force burning through bomb stockpiles striking ISIL

Tom Vanden Brook, USA TODAY 7:27 p.m. EST December 3, 2015

WASHINGTON — The Air Force has fired more than 20,000 missiles and bombs in the air war against the Islamic State, depleting its stocks of munitions and prompting the service to scour depots around the world for more weapons and to find money to buy them, according to records obtained by USA TODAY.

The Air Force efforts come as the Pentagon has stepped up airstrikes on Islamic State, or ISIL, targets in Iraq and Syria. That bombing campaign began in August 2014 in Iraq, spread to Syria a month later and has continued to target ISIL fighters and equipment.

American Defense Secretary says nuclear deal does not mean military action is off the table to stop Iran from obtaining the bomb.

The Iran nuclear deal does not mean military action is off the table when it comes to stopping Tehran from obtaining an atomic bomb, United States Defense Secretary Ashton Carter said Sunday ahead of a visit to Israel.

"One of the reasons why this deal is a good one is that it does nothing to prevent the military option," Carter told reporters on board his flight to the Jewish state, AFP reported.

"We are preserving and continually improving" such a military option should Iran violate the terms of the agreement, Carter said as he kicked off a trip to Israel, Saudi Arabia and Jordan to renew U.S. security commitments in the region following last week’s deal with the Islamic Republic.

Similar comments were made on Friday by White House spokesman Josh Earnest, who told reporters that military options remain available regarding Iran, but the administration is pursuing diplomacy first.

Israel has been strongly critical of the agreement struck between Iran and six world powers that would see Tehran curb its nuclear program in return for a gradual lifting of sanctions.

The Pentagon chief will meet his Israeli counterpart Moshe Ya’alon on Monday before holding talks Tuesday with Prime Minister Binyamin Netanyahu, who has called the deal a "historic mistake" and has hinted at a possible military response.

Earlier on Sunday, officials denied that Carter will offer Israel a military arms deal during his visit, nor that the visit is related at all to the Iran deal.

On Friday, a senior official in Jerusalem implied that the visit is specifically to mend the rift between the U.S. and Israel over the Iran deal through a compensation package, and noted that Jerusalem has refused to yield.

"Israel explicitly said during a series of closed telephone conversations with officials that at this point it does not want to deal with the issue of strenghtening its own security with the help of the United States," the official stated.

And on Thursday night, Susan Rice, President Barack Obama’s NationalSecurity Adviser, also hinted at a compensation package in remarks to Reuters.

"We will...be looking forward - if the Israelis are interested and willing, they haven't said so yet - to discuss with them how we might further deepen and strengthen our security and intelligence cooperation," she said.

Carter's trip to the region will also take him to Saudi Arabia, another country where the nuclear accord has been met with wariness, to reassure Gulf allies that the United States intends to maintain a strong presence in the region.

Because of Iran's "potential for aggression and malign activities" as well as the fight against extremist groups such as Islamic State, "we are always looking for ways to strengthen our posture there", Carter said, according to AFP.

He added that there was "a whole host of things we are doing with Israel", including working "on their qualitative military edge, ballistic missile defense, counterterrorism activities".

As for Saudi Arabia and the five other Arab states of the Gulf Cooperation Council (GCC), Carter said the U.S. wanted to bolster cooperation in the areas of "counterterrorism, special operation forces, maritime security" as well as air and missile defenses and cyber security.

Carter is expected to meet with King Salman while in Saudi Arabia and with the king's son and defense minister, Deputy Crown Prince Mohammed bin Salman.

In Jordan, Carter will visit a military base to meet colleagues of a Jordanian pilot who was burned alive by the Islamic State group.

Public Statement on U.S. Policy Toward the Iran Nuclear Negotiations Endorsed by a Bipartisan Group of American Diplomats, Legislators, Policymakers, and Experts

June 24, 2015
Over the last three years, members of this bipartisan group have convened regularly under the auspices of The Washington Institute for Near East Policy to discuss the status of the Iran nuclear issue, frequently benefitting from the input of current Administration officials. Last week, at its most recent meeting, the group determined that it could usefully contribute to the public debate on the ongoing negotiations by presenting its consensus view of critical issues. This statement reflects that broad consensus.
The Iran nuclear deal is not done. Negotiations continue. The target deadline is June 30.  We know much about the emerging agreement. Most of us would have preferred a stronger agreement.
The agreement will not prevent Iran from having a nuclear weapons capability. It will not require the dismantling of Iran’s nuclear enrichment infrastructure. It will however reduce that infrastructure for the next 10 to 15 years. And it will impose a transparency, inspection, and consequences regime with the goal of deterring and dissuading Iran from actually building a nuclear weapon.
The agreement does not purport to be a comprehensive strategy towards Iran. It does not address Iran’s support for terrorist organizations (like Hezbollah and Hamas), its interventions in Iraq, Syria, Lebanon, and Yemen (its “regional hegemony”), its ballistic missile arsenal, or its oppression of its own people. The U.S. administration has prioritized negotiations to deal with the nuclear threat, and hopes that an agreement will positively influence Iranian policy in these other areas.
Even granting this policy approach, we fear that the current negotiations, unless concluded along the lines outlined in this paper and buttressed by a resolute regional strategy, may fall short of meeting the administration’s own standard of a “good” agreement.
We are united in our view that to maximize its potential for deterring and dissuading Iran from building a nuclear weapon, the emerging nuclear agreement must – in addition to its existing provisions – provide the following:
  1. Monitoring and Verification: The inspectors of the International Atomic Energy Agency (the “IAEA”) charged with monitoring compliance with the agreement must have timely and effective access to any sites in Iran they need to visit in order to verify Iran’s compliance with the agreement. This must include military (including IRGC) and other sensitive facilities. Iran must not be able to deny or delay timely access to any site anywhere in the country that the inspectors need to visit in order to carry out their responsibilities.
  2. Possible Military Dimensions: The IAEA inspectors must be able, in a timely and effective manner, to take samples, to interview scientists and government officials, to inspect sites, and to review and copy documents as required for their investigation of Iran’s past and any ongoing nuclear weaponization activities (“Possible Military Dimensions” or “PMD”). This work needs to be accomplished before any significant sanctions relief.
  3. Advanced Centrifuges: The agreement must establish strict limits on advanced centrifuge R&D, testing, and deployment in the first ten years, and preclude the rapid technical upgrade and expansion of Iran's enrichment capacity after the initial ten-year period. The goal is to push back Iran’s deployment of advanced centrifuges as long as possible, and ensure that any such deployment occurs at a measured, incremental pace consonant with a peaceful nuclear program.
  4. Sanctions Relief: Relief must be based on Iran’s performance of its obligations. Suspension or lifting of the most significant sanctions must not occur until the IAEA confirms that Iran has taken the key steps required to come into compliance with the agreement. Non-nuclear sanctions (such as for terrorism) must remain in effect and be vigorously enforced.
  5. Consequences of Violations: The agreement must include a timely and effective mechanism to re-impose sanctions automatically if Iran is found to be in violation of the agreement, including by denying or delaying IAEA access. In addition, the United States must itself articulate the serious consequences Iran will face in that event.
Most importantly, it is vital for the United States to affirm that it is U.S. policy to prevent Iran from producing sufficient fissile material for a nuclear weapon – or otherwise acquiring or building one – both during the agreement and after it expires. Precisely because Iran will be left as a nuclear threshold state (and has clearly preserved the option of becoming a nuclear weapon state), the United States must go on record now that it is committed to using all means necessary, including military force, to prevent this. The President should declare this to be U.S. policy and Congress should formally endorse it. In addition, Congressional review of any agreement should precede any formal action on the agreement in the United Nations.
Without these features, many of us will find it difficult to support a nuclear agreement with Iran.
We urge the U.S. administration not to treat June 30 as an “inviolable” deadline. Stay at the negotiating table until a “good” agreement that includes these features is reached. Extend the existing Joint Plan of Action while negotiations continue. This will freeze Iran’s nuclear activity and international sanctions at current levels. While the United States should extend the Iran Sanctions Act so it does not expire, it should not increase sanctions while negotiations continue. U.S. alternatives to an agreement are unappealing, but Iran’s are worse. It has every incentive to reach an agreement and obtain relief from sanctions and international isolation well in advance of its elections next February. If anyone is to walk out of the negotiations, let it be Iran.
Some argue that any nuclear agreement now simply further empowers bad Iranian behavior. And there is a lot to this argument. This is why we believe that the United States must bolster any agreement by doing more in the region to check Iran and support our traditional friends and allies.
This does not mean major U.S. ground combat operations in the Middle East. But it does mean taking initiatives like the following:
  1. In Iraq: Expand training and arming not only of Iraqi Security Forces but also Kurdish Peshmerga in the north and vetted Sunni forces in the West. Allow U.S. Special Forces to leave their bases and help coordinate air strikes and stiffen Iraqi units. Sideline Iranian-backed militia and separate them from Shiite units (“popular mobilization units”) that are not under Iranian control.
  2. In Syria: Expand and accelerate the U.S. train and equip programs. Work with Turkey to create a safe haven in northern Syria where refugees can obtain humanitarian aid and vetted non-extremist opposition fighters can be trained and equipped. Capitalize on Bashar al-Assad’s increasing weakness to split off regime elements and seek to join them with U.S. trained opposition elements. Interdict the transshipment of Iranian weapons into Syria in coordination with the Kurds and Turkey, and consider designating as terrorist organizations Iranian-backed Shiite militias responsible for egregious atrocities.
  3. In Yemen: Expand support for Saudi Arabia and the UAE in pressuring the warring parties to the negotiating table while seeking to split the Houthi elements away from Iran.
  4. Regionally: Interdict Iranian arms bound for extremist groups and continue to counter its efforts to harass commercial shipping and our naval forces. Reaffirm U.S. policy to oppose Iran’s efforts to subvert local governments and project its power at the expense of our friends and allies.
Collectively, these steps also strengthen U.S. capability against Daesh (the misnamed “Islamic State”). Acting against both Iranian hegemony and Daesh’s caliphate will help reassure friends and allies of America’s continued commitment. And it will help address Israel's legitimate concerns that a nuclear agreement will validate Iran's nuclear program, further facilitate its destabilizing behavior, and encourage further proliferation at a time when Israel faces the possible erosion of its "qualitative military edge.” We urge the U.S. administration to create a discreet, high-level mechanism with the Israeli government to identify and implement responses to each of these concerns.
Taking the actions we propose while the nuclear negotiations continue will reinforce the message that Iran must comply with any agreement and will not be allowed to pursue a nuclear weapon. This will increase, not decrease, the chance that Iran will comply with the agreement and may ultimately adopt a more constructive role in the region. For the U.S. administration’s hopes in this respect have little chance so long as Iran’s current policy seems to be succeeding in expanding its influence.
